The gross rent multiplier and its limits are explained in the guide Purchase price multiple for apartment buildings, and briefly in the glossary.

What stands out about Leipzig: Rents are low, multiples are not. With a net rent of €6.73/m², a renovated Leipzig period building reaches almost the same multiple as a Berlin rental building at around €8.20/m² (Berlin: 23.5). The net initial yield after purchase costs is 3.1%. And: the shorter the remaining useful life, the lower the capitalisation rate – at 20 to 24 years only 0.6%. There, buyers are mainly paying for the land and the location, not for the current rent.

Which properties are traded off-market in Leipzig?

The Leipzig market for apartment buildings is a market for period buildings. New builds hardly play a role: in 2025 four buildings constructed in 2025 and seven constructed after 1990 were sold. Properties offered without a public listing are mainly:

  • Renovated Gründerzeit buildings, renovated after 1990 and often fully let.
  • Unrenovated and partially renovated period buildings – in 2025 there were only 19 sales.
  • Listed buildings, for which buyers examine the special depreciation allowance for listed properties.
  • Mixed-use buildings on arterial roads and in district centres.
  • Portfolios of several buildings belonging to one owner.

What do owners in Leipzig need to consider when selling?

Social preservation statutes in eight areas

In 2020 Leipzig adopted social preservation statutes (soziale Erhaltungssatzungen) for six areas; since April 2022 they have also applied in Plagwitz/Kleinzschocher and Leutzsch. In these areas, the demolition, alteration and change of use of residential space require approval, even if the Saxon Building Code does not require a building permit. The city approves measures that establish a contemporary standard; conversion into holiday apartments or adding a second balcony are not considered approvable under the criteria of September 2024. Infringements are subject to fines under § 213 Federal Building Code (BauGB).

Conversion into owner-occupied apartments

An approval requirement for division into apartments presupposes a state ordinance under § 172(1) sentence 4 or § 250 BauGB. The Free State of Saxony has so far not issued such an ordinance; the City of Leipzig most recently applied to the Free State for one again in 2025. In Leipzig’s preservation areas, structural alterations remain subject to approval, and the city has a right of pre-emption (Vorkaufsrecht) there.

Real estate transfer tax and purchase costs

For the net initial yield, the valuation committee calculates with 5.5% real estate transfer tax (Grunderwerbsteuer) plus 1% each for the notary (Notar) and the land register. These purchase costs belong in every purchase price negotiation.
