What is the Potsdam property market like?

Potsdam grew again in 2025. The number of purchase contracts rose by 29% to 1,249, and the transaction volume by 14% to €833.6 million – around 12% of the volume in the entire federal state of Brandenburg. The market for apartment buildings, by contrast, has remained small: 19 sales, after 27 in the previous year and 13 in 2023.

What stands out about Potsdam: There are five years‘ rent between the city and the district. For a building in Potsdam buyers paid on average 23.8 times the annual rent, in the district 18.8 times in 2025. And the city market is so small that for 2025 the valuation committee only analyses buildings in average to good condition – there were too few sales for other conditions. With 19 sales a year, every public offer attracts attention.

What do owners in Potsdam need to consider when selling?

Social preservation statutes are spreading

Since 2 November 2023 the social preservation statutes (soziale Erhaltungssatzungen) „Babelsberg Süd“ and „Teltower Vorstadt Nord“ have applied in Potsdam. For the Brandenburger Vorstadt the city council passed the resolution to draw up a statute on 26 June 2025, and for Babelsberg Nord and the Baroque city extension (Barocke Stadterweiterung) on 27 March 2026. In such areas, modernisations, changes to floor plans and mergers of apartments may require approval.

For sellers this means: buyers will ask whether a building is located in a statute area or an area where a statute is being drawn up. Clarify this before the first conversation.

Conversion and right of pre-emption

An approval requirement for dividing a building into owner-occupied apartments presupposes a regulation at federal-state level. In its information of 4 June 2026 the city only mentions it as a possibility „if there is a state regulation“. Brandenburg has so far not issued such an ordinance under § 172(1) sentence 4 or § 250 Federal Building Code (BauGB). In Potsdam’s preservation areas, however, modernisations, changes to floor plans and mergers of apartments may require approval. The city’s right of pre-emption (Vorkaufsrecht) in preservation areas is linked to the purchase contract, not to the way the property is marketed.

Tax and documents

For apartment buildings, plan early for the tenant list, service charge statements, energy performance certificate and land register extract. For inheritances and portfolio sales – in 2025 the valuation committee recorded 13 portfolios worth €45.0 million – a tax review before the sale is worthwhile. What to expect is described on the page Sell an apartment building in Potsdam discreetly.
